Contract 3 - Terms of business with a hirer for the supply of agency workers

This template contract is for you to use with your clients when you are doing temporary recruitment, (supplying staff to your clients). You should agree the terms with your clients before you provide any services.

This was updated in December 2023 to reflect the amendments to the Working Time Regulations 1998 which came into effect on 1 January 2024. Further information can be found on our Frequently Asked Questions on the Amendments to the Working Time Regulations 1998.

This contract has been updated in January 2026 to reflect the introduction of entitlement to Statutory Sick Pay from day 1 of employment and the removal of the minimum earnings requirement for eligibility under the Employment Rights Act 2025. This is due to come into force in April 2026.
