Driving Growth in Wales and Scotland: A Plan for Stronger Labour Markets
With elections fast approaching in Wales and Scotland, the Recruitment and Employment Confederation (REC) has published updated Manifestos for each nation which set out a clear vision for how labour market policy can support economic growth. The employment and recruitment industry is central to this effort, contributing over £41 billion to the UK economy each year, helping businesses find the talent they need while supporting people into work.
Our Welsh and Scottish Manifestos for Growth reflect a simple point: strong, flexible labour markets are essential to prosperity. Across both nations, businesses are facing skills shortages, rising economic inactivity, and the pressures of rapid change, from new technologies to the transition to net zero. Getting the labour market right is one of the most effective ways to unlock growth.
The manifestos set out a practical agenda focused on four priorities:
· Improving workforce planning and economic coordination
· Building a more responsive and inclusive skills system
· Boosting participation and productivity
· Ensuring regulation supports flexibility rather than undermining it
Following the Scottish Parliament and Welsh Senedd elections on Thursday 7 May, we will be engaging with newly elected representatives across the political spectrum in both nations to discuss how these recommendations can be turned into practical action.
The message is clear: work with business, protect flexibility, and focus on growth.
