REC Responds to Government Feedback on Offshore Payroll Consultation

Responding to the government's feedback on the offshore payroll consultation REC Director of Policy, Tom Hadley, says:

“It appears that the government still doesn’t recognise the complexities of modern labour supply chains and that these measures allow a disproportionate liability to fall on the largest agency in a supply chain.

“However, although the detail may need some further debate, this move from the government sends a strong message to recruiters and employers that offshore intermediaries are risky and they should do all they can to ensure no such structures are in use anywhere in their supply chains.

“For too long recruiters who abide by the rules have been disadvantaged by less scrupulous businesses who skirt round the law. A crackdown on tax avoidance by offshore intermediaries is the right thing to do, and we’ll be working closely with the government to ensure the necessary changes to regulation are introduced in a workable and fair manner.”
