The Recruitment & Employment Confederation (REC) has announced the results of its Council elections today at its Annual General Meeting. The newly-elected Council will guide the activities of the REC for 2019-20. Working with staff, the Council helps the REC to support members and campaign on the issues recruiters really care about.
Chris Moore has been re-elected as REC Chair, having served on the Council since 2013. As founder of Let’s Be More, an organisation helping leaders to grow their businesses, Chris will now take up one of the individual director positions. He will continue to help the REC to be a modern, dynamic organisation, while ensuring it represents the industry at the highest levels of government and delivers a world-class offering to members of all sectors and sizes.
Rebekah Handford, Managing Director of Highpoint Recruitment Consultants, has also been re-elected to the Council and retains her position as Chair of the REC’s Professional Standards Committee, where she will continue to champion high standards and good practice in the recruitment industry. Rebekah also shares the REC’s aim to encourage more regional engagement with corporate and IRP members around the UK.
Six new directors have joined the Council:
- Daniel Brooks, CEO of Virtual Human Resources – VHR are prominent supporters of ethical recruitment, and Danny aims to use his position to help improve the image of the industry’s working practices and drive diverse leadership.
- Alex Fleming, President of Staffing and Solutions and Country Head, The Adecco Group UK & Ireland – Alex is passionate about improving workplace culture and helping employees to thrive, and she will continue to advocate training and development, coaching and mentoring in the staffing industry.
- Stuart Moore, Managing Director of Plus One Personnel – Stuart was nominated to represent independent recruitment agency owners like himself, as well as to continue to improve the recruitment industry’s professional reputation.
- Mandy Purdie, Managing Director of RSE Group – Mandy aims to encourage recruiters to actively get involved in careers advice and interview training in schools and colleges, to help build the UK’s future workforce.
- Gary Taylor, Managing Partner at Victoria Janus & Associates – key issues on Gary’s radar include championing quality recruitment, and working to make sure that SMEs in the industry are given the voice they deserve.
- Simon Winfield, Managing Director of Hays UK & Ireland – Simon shares the REC’s mission to ensure strong representation for the industry on issues like IR35, helping to influence and shape legislation from the outset.

The election results follow a two-month process where REC members voted for vacant corporate director positions, and members of the Institute of Recruitment Professionals (IRP) voted for individual director positions.
Chris Moore, REC Chair said:
“I’m delighted to be re-elected to the REC Council. I would like to congratulate the other successful candidates and thank all those who stood in the elections for their commitment to our industry. This new team of directors will help the REC to deliver world-class support to recruiters over the long-term.”
Neil Carberry, Chief Executive of the REC, said:
“Being led by our members is vital to the REC. The Council’s work supports us to ensure we stay in step with the needs of businesses – for instance through our new digital strategy.”
“It’s great to have Chris Moore re-elected as Chair. He has done a great job for our members.”
REC excludes non-compliant members
In addition to the results of the Council elections, the REC announced that it has informed 71 corporate members they are being excluded from membership, following the most recent round of compliance tests.
On the exclusions, Neil Carberry said:
“Excluding members isn’t a decision we take lightly, but REC membership must be a mark of good practice. To maintain this, our members must pass our compliance test every two years. Those members being excluded today have not completed the test as required. We hope they will choose to be tested again and pass, so they can enjoy all the benefits of REC membership again in the near future.”
