HMRC confirmed in the November 2016's Autumn Statement that they were pushing ahead with their proposed reforms to IR35. These changes to IR35 or intermediaries legislation came into effect in April 2017 and affect agencies and contractors operating in the public sector. At the Autumn Budget 2017, the government indicated its intention to consult on compliance with IR35 in the private sector. This consultation was launched on 18 May 2018. Responding to this and representing the recruitment industry view is an ongoing priority for the REC.
The REC has campaigned extensively on this matter and continues to raise the concerns of members to government officials. If you would like to feed into our work in this area, please get in touch so that we can share these issues with HMRC.
