REC has long argued that pressure from clients on cost control should not mitigate against the quality of service provision. REC members, who are required to abide by a code of professional practice, should not only comply with industry standards but also strive to deliver a good quality recruitment service. We work with employers, employer bodies and procurement bodies to stress that agencies should not be in a position where they have to compromise in their delivery of a professional service due to acute commercial pressures.

REC has a campaign to address recruiters’ growing concerns around Master Vendor / Neutral Vendor arrangements. Master vendor (MV) arrangements exist where a client will appoint one recruitment agency to be responsible for supplying staff as and when required by the client. Neutral vendor (NV) arrangements are different in so far as they do not supply any staff themselves but rather manage various second tier suppliers.

We have heard of concerns from second tier suppliers around downward pressures on margins, poor or no account management, late payments from the MV / NV to the second tier supplier, the poaching of temps from a second tier supplier and the imposition of unfavorable terms & conditions. REC is concentrating its efforts on making these relationships work effectively.
